Three people were killed Monday when a small plane crashed in a residential area of this northwestern Mexican border city, Tijuana Mayor Carlos Bustamante Anchondo told Efe.

The aircraft plummeted to the ground in the city's Libertad neighborhood shortly before noon, just minutes after taking off from Abelardo L. Rodriguez International Airport.

Both people aboard the plane, pilot Francisco Zermeño and his 17-year-old daughter, died in the impact. The third fatality was a man on the ground who has yet to be identified.

The aircraft was en route from Tijuana to Loreto, a town in the southern part of the Baja California peninsula.

Police, firefighters and Red Cross personnel rushed to the scene of the crash, located near the U.S. border.
